Side notes:

How to deregister from military service with a residence permit without registration and SMS
For those who don't know - there's a possibility to deregister from military service if you have a residence permit from another country. After that, you won't receive any summons anymore. In theory.
What's needed for this?
- a copy of the residence permit from another country + a notarized translation into Russian
- a copy of the Russian passport
- a copy of the foreign passport with a stamp about leaving Russia
- a certificate from your workplace stating that you work in another country (in Russian and English)
- a general power of attorney for a family member who will go to the military registration and enlistment office on your behalf
- the original enlistment certificate (needed at the end)
The process itself is actually simple:
- your relative brings to the military registration and enlistment office a copy of the residence permit + the certificate from your workplace + scans of your passports, and submits an application for deregistration. They either accept it for review, or say that you need to provide additional documents.
- a month later, the relative goes to the military registration and enlistment office again with the original enlistment certificate, and receives a response from the authority. If everything is ok - the enlistment certificate is taken away, and in exchange, you receive a certificate of deregistration. If not - solve the problem based on the formal response from the authority.
Side notes:
- Deregistration through the state services doesn't work. These applications are not reviewed at all. You'll receive a notification that your request is under review, and a month later - a refusal for all possible reasons. I also received such a refusal, but it didn't prevent me from deregistering anyway.
- Deregistration is not a procedure without drawbacks. After deregistration, you can't stay in Russia for more than 14 days continuously. These days are not counted, and there are many cases when people came for a month, but by staying longer than allowed, they still risk getting a criminal charge for evasion 🙂
