In Hong Kong, meanwhile, they've come up with another ingenious solution - instead of figuring out why people cross the road on red and somehow fixing the infrastructure, they've introduced uniformed officers who fine pedestrians 2000HKD (~250 USD).
For context - in Hong Kong (especially on the island), there are many narrow streets, as there's simply not enough space, but traffic lights are still installed on them. And like in most Asian countries, Hong Kong suffers from a non-intuitive network of overpasses, which are easier to bypass than trying to cross honestly (it's a particular pleasure to climb up to them on foot in the heat).
Most countries, surprisingly, don't fine people for crossing in the wrong place or even on red. If fines do exist, they're rare, small (10-30 USD), and applied to repeat offenders. There's a good article on Wikipedia: https://en.m.wikipedia.org/wiki/Jaywalking
